GreyNoise documented an AI-orchestrated PaperCut campaign involving hundreds of agents and hundreds of compromised organizations. The operator attempted to exclude 28 countries, yet systems in some excluded locations were still compromised.
The continuity failure
The mission constraint existed at orchestration time but did not remain continuously binding on every delegated action.
The GovKM interpretation
Every child task should inherit sponsor, purpose, scope, exclusions, and revocation state from the parent mission. Machine-speed delegation makes that continuity requirement operational.
Continuity path: Authority/operator intent → Context/target constraints → Decision → Action; parent mission → child agent → target → action.
