Installations

Installation continuity connects the people, facilities, services, dependencies, and governing decisions associated with a geographically bounded operating environment. A campus, base, or installation may depend on shared infrastructure whose ownership, condition, and operating authority change at different times. Maintaining continuity requires preserving those relationships across command changes, reorganizations, contractor transitions, and system migrations. Consider a service transferred to a new operator while an older operating instruction remains available. The instruction may be authentic historical evidence, but the current operator, approved procedure, and effective transfer date determine what governs new work. Review questions include which location a record concerns, which mission depends on the service, who may authorize an exception, and whether a maintenance or access restriction has been superseded. GovKM uses the Continuity Framework to make these relationships explicit and reconstructable. This page provides an application perspective; it does not assert that a specific installation has been tested. Organizations can explore synthetic histories involving service handoffs, neighboring asset identities, emergency exceptions, and delayed records. These histories help examine whether future decisions follow current authority while retaining the evidence of earlier operating conditions.
