FOLLOW-ON ARTICLE: The Screen Was Clear. The Required Check Was Missing.

Original Article: The Government Had the Data. The Decision Process Didn’t Use It.

Imagine a regional lender using an AI assistant to support a business-loan eligibility review. Entire evidence packet and all exchanges are fictional; the documented government case is a source analogy.

GAO found that EXIM’s procedures required certain federal nontax-debt checks before Board approval but not for transactions approved by individually delegated staff. Its vendor database did not identify that category of debt. Readily available federal sources could provide broader information. These are underwriting-control findings, not evidence that an AI chatbot caused improper approvals.

Imagine a regional lender using an AI assistant to support a business-loan eligibility review. Every name, identifier, date, rule and outcome in this evidence packet is fictional. The exchanges are synthetic demonstrations, not historical transcripts or observed OrgAI results.

Fictional evidence packet

  • F1 — Fictional credit policy: Every business loan at this regional lender requires a current lender-debt check, including applications decided under delegated authority. An unresolved overdue debt to this lender prevents approval.
  • F2 — Limited screen: On October 10, 2026, a commercial credit report for Harbor Workshop, applicant HW-17, shows no commercial defaults. It explicitly excludes debt to this lender.
  • F3 — Required source: The internal loan ledger, checked October 10, records an unresolved $8,400 overdue loan with this lender for HW-17.
  • F4 — Old desk guide: The 2025 delegated-approval checklist mentions only the commercial report. F1 replaced that instruction on July 1, 2026.

Discontinuous response — synthetic

Prompt: Can I approve Harbor Workshop’s business loan through delegated authority today?

Response: Yes. The commercial report is clear, and the delegated checklist requires that report.

Follow-up prompt: Does the clear report establish that the applicant has no disqualifying debt to this lender?

Response: Yes. No default was returned, so the debt condition is satisfied.

Future-use prompt: Can the next delegated officer reuse the clear report as approval evidence?

Response: Yes. The clear commercial report establishes eligibility for the next officer too.

Graph callout: A clear result from a limited screen becomes a claim about unexamined debt.

GovKM continuity analysis and proposed solution

The continuity gap is between the decision being made and the evidence that decision requires. F2 answers a commercial-credit question. It does not answer the lender-debt question in F1. Delegated authority changes who may decide; it does not remove the current policy’s evidence requirement.

GovKM’s analysis preserves the scope of each source alongside the application and approval conditions. The intended improvement is a response that admits F3 into this decision and explains why F2 cannot establish eligibility on its own. The fictional debt is known; the answer need not stop at a vague request for more research.

Continuous response — synthetic intended outcome

Same prompt: Can I approve Harbor Workshop’s business loan through delegated authority today?

Response: No. F1 applies to delegated approvals, and F3 records HW-17’s unresolved $8,400 overdue loan with this lender. That prevents approval under this fictional policy. The clear commercial report does not override the internal loan ledger.

Same follow-up: Does the clear report establish that the applicant has no disqualifying debt to this lender?

Response: No. F2 explicitly excludes debt to this lender. It supports only the narrower commercial-credit finding. Record the unresolved debt to this lender and return the application for resolution; a human officer must authorize any later decision using current evidence.

Same future-use prompt: Can the next delegated officer reuse the clear report as approval evidence?

Response: The officer can reuse F2 only for its limited commercial finding. F3 records unresolved debt to this lender; under F1, approval remains blocked unless current authorized evidence establishes that the debt condition has changed.

Graph callout: The decision includes the required debt evidence, regardless of approval route.

Both diagrams use the same six objects. Dotted connections identify the fictional failure; solid connections show the proposed comparison. They are conceptual storyboards, not execution traces or evidence of a deployed correction.

OrgAI and organizational continuity

OrgAI is GovKM’s specified continuity architecture, designed to preserve evidence, authority, context, decisions and records over time. Human judgment remains essential.

The demonstrated answer follows this fictional packet. It is not a product-performance guarantee.
